The Need
Aruba is internationally recognized as a thriving tourism destination, welcoming millions of visitors each year and generating a strong economy centered around hospitality, recreation, and global travel. Yet behind the visibility of the tourism industry exists a growing population of individuals experiencing homelessness, addiction, mental health challenges, and significant barriers to coordinated care and long-term stability.
In highly tourism-driven environments, vulnerable populations often remain unseen or underserved as public attention naturally centers around visitor experience, economic activity, and commercial development. As a result, the complexities surrounding homelessness, addiction, trauma, and chronic instability can become difficult to fully address through traditional systems alone.
Stichting Hunto recognized the need for a more intentional and structured outreach approach capable of engaging individuals living within these realities while creating pathways toward support, stabilization, and care coordination.
The challenge extended beyond providing immediate services. Sustainable outreach required operational infrastructure, coordinated engagement systems, safety protocols, care pathways, and community-responsive service delivery models capable of supporting long-term implementation across varying outreach environments throughout Aruba.
Rather than approaching outreach as isolated acts of service, the vision centered on building a relationship-driven Bemoeizorg (Outreach Care) framework that could consistently meet individuals where they are while balancing dignity, accountability, operational structure, and sustainable community impact.
The Outreach Model
The Bemoeizorg (Outreach Care) initiative was designed as a mobile, relationship-centered outreach model focused on meeting individuals directly within the environments where they are experiencing vulnerability, instability, addiction, and barriers to care.
The outreach approach prioritized accessibility, consistency, dignity, and coordinated engagement while reducing barriers that often prevent individuals from accessing traditional support systems.
Mobile outreach services were designed to support both immediate needs and long-term relationship-centered care coordination and included:
Mobile hygiene services
Shower access
Mobile laundry support
Basic medical and nursing care
Outreach engagement and relationship-building
Care coordination and referral support
Connection to community resources
Crisis response and stabilization support
Community-centered outreach engagement
The initiative was intentionally structured to balance compassionate outreach with operational consistency, safety-focused field practices, and sustainable service delivery systems capable of adapting to changing community conditions across Aruba.
The Process
Over the course of an 11-month engagement, Impact Catalyst partnered alongside Stichting Hunto to help transform the vision for Bemoeizorg (Outreach Care) into a fully operational mobile outreach initiative designed to serve vulnerable communities throughout Aruba.
The project was guided through Impact Catalyst’s People, Places, and Partnerships approach , a framework centered on understanding the realities of the individuals being served, the environments in which outreach occurs, and the collaborative relationships necessary to sustain long-term community impact.
Rather than approaching the initiative as a standalone outreach program, the process focused on building an integrated operational ecosystem capable of supporting relationship-centered engagement, coordinated care delivery, and sustainable implementation.
People
The process began by understanding the unique challenges impacting individuals experiencing homelessness, addiction, mental health concerns, and barriers to coordinated care within Aruba’s community landscape.The framework was intentionally designed to prioritize dignity, trust-building, consistency, accountability, and pathways toward stabilization while avoiding dependency-driven service models. Outreach engagement strategies, care coordination structures, operational procedures, and service delivery workflows were developed to support compassionate and structured engagement within real-world outreach environments.
Places
Because outreach occurs directly within community environments, the initiative required careful consideration surrounding where and how services would operate effectively across Aruba.
This included operational planning related to:

Over the course of the 11-month engagement, the initiative evolved from a developing concept into an operational outreach model supported by structured frameworks, mobile infrastructure, service delivery systems, equipment coordination, operational workflows, training support, and implementation oversight.
